Electrical Condition Report (EICR)

Since 1 April 2021, private landlords in England have been legally required to have an EICR carried out on every rental property at least every five years, or on each change of tenancy. Non-compliance carries fines of up to £30,000. The report must be issued by a contractor approved by NICEIC or NAPIT — an unaccredited electrician cannot issue a report that satisfies the legal requirement. GEM 24/7 holds both NICEIC and NAPIT approval, and issues EICRs on the same day as the inspection.

Understanding your EICR result codes

Code Meaning What it means for your property
C1 Danger present Immediate danger to the occupants. Remedial work must be completed before the property can be safely occupied. A satisfactory EICR cannot be issued until C1 items are rectified.
C2 Potentially dangerous Poses a risk but not an immediate danger. Urgent remedial work required, usually within 28 days. A satisfactory EICR cannot be issued until C2 items are rectified.
C3 Improvement recommended Not unsafe, but improvement is advised. A C3 code does not prevent a satisfactory EICR from being issued. Your engineer will explain the specific recommendation.
FI Further investigation required More investigation is needed before a full assessment can be completed. The engineer will advise on the scope and cost of any investigation work.

A satisfactory EICR means no C1 or C2 codes were found. A report with only C3 codes can still be issued as satisfactory. Your GEM 24/7 engineer will explain any codes found and advise on the cost and urgency of any remedial work before you commit to anything.

What NICEIC and NAPIT approved actually means

NICEIC and NAPIT are the two government-recognised schemes for approving competent electrical contractors in the UK. To hold approval from either scheme, a contractor must demonstrate technical competence, maintain appropriate insurance, and submit to regular inspection.

GEM 24/7 holds both.

In practice, this matters because only contractors approved by NICEIC or NAPIT at the approved contractor level can issue a legally valid Electrical Condition Report (EICR). A report issued by an unapproved contractor has no legal standing. Landlords who accept an EICR from an unaccredited electrician remain non-compliant, regardless of what the document says.

  • Our target response time is 90 minutes across central London Zones 1 and 2. Most emergency callouts in EC1, WC1, W1, SW1 and SE1 are attended faster in practice. We confirm estimated arrival time when you call and send your engineer’s name, photo and vehicle registration before they leave.

  • First, identify which circuit has tripped by checking your consumer unit – the switch that has flipped to ‘off’ or moved to a middle position corresponds to the affected circuit. Try switching it back on. If it immediately trips again, there’s a fault on that circuit that needs investigation. Do not keep resetting a breaker that trips repeatedly. If you’re unsure or if total power has been lost, call us – our electricians will diagnose the fault and advise on the repair before any work begins.

  • Our rates vary by time of day – we charge different hourly rates for daytime, evening and night work. What you won't pay is a separate call-out fee or a surcharge added on top of those rates. The rate we quote when you call is the full rate, with nothing hidden. One-hour minimum charge, billed in 15-minute increments after that, plus VAT. We'll confirm the applicable rate before any work begins.

  • Yes. Every job comes with a full written invoice as standard. If you need something more formal – for a home insurance claim following an electrical fault or fire, or to document an electrical issue as part of a landlord disrepair dispute – let us know when you call. EICRs and Electrical Installation Certificates are issued as standard where applicable and are commonly requested by insurers. For cases requiring a detailed engineer's report beyond the standard invoice, we'll advise on what's possible for your specific situation.

  • Both NICEIC and NAPIT are government-approved schemes for certifying competent electrical contractors in the UK. NICEIC (the National Inspection Council for Electrical Installation Contracting) was established in 1956 and is the older of the two. NAPIT (the National Association of Professional Inspectors and Testers) was established in 1992. Both operate to the same regulatory standards and both allow approved contractors to issue legally valid EICRs and self-certify notifiable electrical work. The key point is that only contractors holding approval under one of these schemes can issue certificates that satisfy the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020.

  • PAT testing (portable appliance testing) checks the safety of portable electrical appliances – anything that plugs into a socket. It is required annually for furnished rental properties and commercial premises. While there is no specific legislation requiring PAT testing for residential landlords, the Landlords and Tenants Act 1985 requires landlords to ensure electrical installations and appliances are safe at the start of, and throughout, a tenancy. PAT testing is the standard way to demonstrate this. A certificate is issued on the day covering every appliance tested.

  • Yes. Since 1 April 2021, all private landlords in England are legally required to have an Electrical Condition Report (EICR) carried out at least every five years, or on each new tenancy. The report must be conducted by a qualified electrician who is approved by NICEIC or NAPIT. A copy must be given to existing tenants within 28 days of the inspection, and to new tenants before they move in. Non-compliance carries fines of up to £30,000.

  • C1 indicates danger is present – the fault poses an immediate risk and must be remedied before a satisfactory certificate can be issued. C2 means the installation is potentially dangerous – urgent work is required, typically within 28 days, and again a satisfactory certificate cannot be issued until it is fixed. C3 is a recommendation for improvement but does not prevent a satisfactory certificate from being issued. FI means further investigation is required before a full assessment can be completed. A property with only C3 codes can still receive a satisfactory EICR. C1 and C2 codes prevent one.

  • Only electricians approved by NICEIC or NAPIT at the approved contractor level can issue a legally valid EICR. A report issued by an unaccredited electrician has no legal standing under the 2020 Electrical Safety Standards regulations and does not satisfy a landlord’s legal obligation, regardless of what the document says.
